  • This relocation will bring about approximately 150 crore per year to the state treasury.
  • In order to be transparent and modern in its monitoring, the Transport Department has collaborated with a private company that will install 15 Automated Number Plate Recognition (ANPR) cameras that will identify the vehicles as they come into the state.
  • These are cameras that are placed at strategic points along the state borders of both Garhwal and Kumaon – at places such as Kulhal, Timli Range, Asharodi, Narsan, Govardhanpur, Chidiyapur, Kashipur, Jaspur, Rudrapur, and Pul Bhata (Bareilly Road).
  • The Green Tax will be 24 hour-valid. Cars on the same day entry would not be billed.
  • The company chosen has been already approved by the National Payments Corporation of India (NPCI) regarding payment gateway.
  • The revenue generated as a result of this tax will be used in managing air pollution, road safety as well as the development of urban transport.
  • The project would resemble the entry tax scheme that is currently applicable to the Himachal Pradesh in the case of private vehicles.

Understanding the Green Tax

Green Tax is levied on those activities or vehicles that cause pollution to the environment. It will help to promote the application of environmentally friendly options, as well as sustainable ways of doing things. Such taxes are however usually applied to vehicles in India that are over 15 years of age since they release more pollutants. Vehicles that are driven by electric power, CNG, and ethanol are usually exempt.

Conclusion

The proposal of Green Tax by Uttarakhand on personal cars is a positive move towards the implementation of environmental safety and sustainable transportation. Although it will raise the expense of travelling the slightest, it will also enhance the environmentally friendly transport policy of the state and will form a substantial budget on pollution and road infrastructure development.

Incorporating high-tech surveillance by the use of ANPR cameras and the presence of a 24-hour validity period make the state convenient and transparent to the travelers. In doing so, Uttarakhand is taking the lead of Himachal Pradesh, and is a good example of responsible and sustainable governance in India hill states.
