India extracts more groundwater than any other country, and across a significant share of assessed blocks the withdrawal rate exceeds natural recharge. This is a slow emergency, which is why it rarely leads a bulletin.
The mechanism
Free or heavily subsidised agricultural power removes the marginal cost of pumping. When water is effectively free at the point of use, no amount of awareness campaigning changes the arithmetic for a farmer choosing a crop.

- Direct benefit transfers that pay for power saved rather than power consumed.
- Procurement reform that stops rewarding water-intensive crops in water-scarce states.
